Key highlights of the publication:

  1. This edition covers notification about minimum wages by the labour welfare departments and commissioners of different states. Employers in Assam, Uttar Pradesh, Andaman and Nicobar Islands, West Bengal, Jharkhand, Orissa and Punjab shall be required to follow the revised rates of minimum wages and variable dearness allowance as applicable to them according to the notifications issued by the respective labour departments.
  2. The Labour Department of Karnataka published the draft bill “The Karnataka platform-based Gig Workers (Social Security and Welfare) Bill, 2024”, to protect the rights of social security, occupational health and safety of platform-based gig workers by placing obligations on aggregators. The bill also provides for dispute resolution mechanisms to establish a Welfare Board and Fund for these workers. 
  3. The Labour Welfare and Skill Development of Tamil Nadu has brought several amendments in the Tamil Nadu Shops and Establishments Act, 1947 and Rules 1948 through Amendment Act 2018 and 2023 and the Amendment Rules, 2024 to include the provisions of registration, timelines, fees, drinking water, restroom and lunchroom facilities and first aid. This move is likely to remove the ambiguity of provisions and help the establishments in Tamil Nadu comply with the acts and rules more effectively.
  4. In the Union Budget 2024, Finance Minister Nirmala Sitharaman introduced three employee-linked incentive schemes to enhance enrolment in the Employee Provident Fund Organisation, focus on first-time employees, and support employees and employers.
